TOWN CLERK- VOTER INFORMATION 4/21/2020 All Town residents, but especially seniors are being encouraged to vote from the safety of your home this election. Applications/requests for ballots should be sent to the Town Clerk, Town of Hadley, 100 Middle Street, Hadley, MA 01035. The Last day to register to vote for May 16, 2020 Annual Town Election is Wednesday, May 6, 2020. You can find additional info on how to register to vote at: (Click Link) https://www.hadleyma.org/town-clerk/pages/voting-elections For your information. The difference between early voting and absentee voting: Early Voting by Mail; applies to only one election, in this case it would be the annual Town election, scheduled for May 16, 2020. Ballots can only be requested by voter. All voters are eligible to participate in Early Voting. You must return signed original to the Town Clerks Office. (Click Link).
Absentee Voting: ballot applications can be used for up to one calendar year, and a ballot will be sent for each election: i.e. Annual Town Election, September primary (if you have not registered for a party, you need to choose a party), and the Presidential Election. You can exclude primaries if you wish. Ballots can also be requested by family member for you. *Covid 19 is an acceptable reason to request an absentee ballot. You must return signed original to the Town Clerks Office. (Click Link).

Donate Blood-We ask all resident of the Town of Hadley to remember to donate blood if you can through the American Red Cross. According to FEMA Administrator-Pete Gaynor “Donating blood is a safe process and people should not hesitate to give. We need your support to make sure healthy individuals in your community know that we need them to still donate blood as volunteer blood donors are the only source of blood for those in need. Just as social distancing guidance recommends that it’s okay for people to leave home for necessities like groceries, or a doctor’s visit, or the pharmacy-donating blood is a necessity.” Mary Nathan-Disaster Program Manager states; “In the four western counties, the blood collection site is located at 150 Brookdale Drive, Springfield. Mobile collection is no longer feasible in our area, but blood collected at our donor center travels throughout the region meeting the demand of our neighbors.” Hadley Emergency Management continues to monitor the current situation and will be meeting bi-weekly or as needed via conference call with the Unified Command Team which includes Public Safety, Board of Health, Schools and Town Administration |

REMINDER-Be advised that the Hadley Fire Department will again be coordinating with Hadley Council on Aging to provide a food pick-up and delivery program for our local Seniors in place of the Wednesday shopping trips. The program started April 1, 2020 for residents 60 years and older and will be every Wednesday until further notice. Fire Department members and volunteers will be shopping and delivering again this coming Wednesday April 22nd. Please contact the Hadley Council on Aging or check out their site at https://www.hadleyma.org/council-aging for more info.
Reminder: Hadley Police, Fire and EMS are requesting that if any Hadley Residents or Businesses have N95 Masks, Gloves or Tyvek suits that they are willing to donate for use by your local first responders and EMS providers we would greatly appreciate your help. With the current shortage nation-wide we are trying to supplement our stock in the event we do not receive the stock of supplies in time. We are currently collecting the items at the public safety complex at 15 East Street. A box is set up in front of the fire station and will be available between 9am and 5pm for drop offs only in an effort to maintain social distancing. If you would like to provide contact info with your donation so that we can recognize you for your support that would be great but not required. The Fire Prevention Office will be scheduling and conducting all inspections of properties for any permit under MGL Chapter 148 section 10A as well as final Certificate of Occupancy and inspections for sale or transfer of homes (26F and 26F1/2). Please contact the office at 413-584-0874 ext. 104 to make an appointment. We have instituted certain requirements in an effort to limit exposure to our inspectors and also the residents of the homes we will be inspecting. Reminder: The Fire and Police Chiefs request that if you are experiencing flu symptoms that requires you to call 911 for assistance or if you have another type of emergency, i.e. Smoke or Carbon Monoxide alarm, we are asking that you notify the 911 dispatcher of your symptoms in an effort that we can prepare our EMS and First Responders prior to coming in contact with you or family members In an effort to reduce contact between responders and citizens, walk-in business at the Public Safety Complex as well non-emergency calls for service will be reviewed and handled by phone or email when possible until further notice. |

Expanded Data Reporting: Secretary Sudders announced today that, for the first time, the Massachusetts Department of Public Health will release a breakdown of novel coronavirus cases by city and town, as the state takes additional steps to assess and report the burden of infection across the Commonwealth. The town-level data, which will be updated each Wednesday, marks the latest in a series of new data reports and information that the Command Center and DPH have made publicly available. 4/7/2020-ADDED PHONE LINE Due to this identified delay in results- If you are staying at home due to pending test results, are self-isolating due to active symptoms, or have other COVID-19 information please call directly to the Board of Health COVID cell 413-727-6067 or 413-727-6237. This will support the timely follow-up necessary to maintain safety and continued monitoring within our community.
4/7/2020-CDC Updated Guidance on Wearing Cloth Masks in Public - It is critical to emphasize that the mask recommendation does not replace social distancing, stay at home measures, and hand washing recommendations that remain in effect. Social distancing, staying at home except for essential travel, and hand hygiene remain vitally important to slowing the spread of the virus. Learn more at the CDC website.

Email Received today from Pamela Schwartz, Director Western Massachusetts Network to End Homelessness
I'm thrilled to report that late yesterday afternoon Governor Baker signed into law the strongest eviction and foreclosure moratorium in the country (H 4647). This is truly a collective and critical win to keep people safe at home.
A factsheet on the law will be available shortly but for now, Mass Law Reform has provided this summary of what the law provides:
For tenants: the moratorium temporarily halts all stages of eviction, specifically: · stops landlords from sending notices of eviction and filing new eviction cases · stops courts from scheduling non-emergency hearings, entering judgments (including agreements for judgment), and issuing executions · stops sheriffs from levying on executions to remove tenants · applies to most evictions with limited exceptions for true emergencies involving conditions or conduct endangering the health and safety of others It also prevents late fees and negative credit reporting for COVID-19 affected tenants.
For homeowners in 1-4 family owner-occupied properties it temporarily: · stops residential foreclosures from going forward · requires lenders to offer a mortgage forbearance for homeowners affected by COVID-19, with payments added to the end of the loan · prevents negative credit reporting for homeowners in forbearance · gives landlords access to tenants' last month's rent to cover expenses The moratorium also pauses evictions on small businesses and makes it easier to access reverse mortgages.
The moratorium will remain in effect for either 120 days from today or 45 days following the end of the state of emergency, whichever is sooner. This can be extended by the Governor to ensure it does not end before the state of emergency is lifted plus a reasonable time period.

At the 4/15/2020 Select Board Meeting, members confirmed the date of the Annual Town Election as May 16, 2020 from 10-8pm at Hopkins Academy. Additional information on the election process and public safety recommendations will be provided soon. The Annual Town Meeting remains postponed to a date to be determined.
3/28/2020 State Income Tax Filing Deadline Being Extended to July 15, 2020. Individuals with questions or concerns regarding taxes can contact the Massachusetts Department of Revenue at (617) 887-6367 or send a secure e-message through MassTaxConnect.
3/27/2020- The Central Hampshire Veterans Services Contingency plan is in place to continue running the Central Hampshire Veterans Services in the event of a prolonged exposure. They can provide any current or new recipient of Veterans Benefits with emergency heating costs. We are currently a SNAP partner and can help in all communities with applying or updating claims for veterans and non-veterans alike through our portal. We can write food vouchers to Stop and Shop for any citizen (veterans and non-veterans alike) in need.

4/21/2020 Dear Hadley families, students, and staff, Today Governor Baker announced that schools in Massachusetts will remain closed for the remainder of the school year. On a conference call with Massachusetts superintendents, Elementary and Secondary (ESE) Commissioner Riley indicated updated guidance on remote learning, definitive information on the last day of school, and information on the process for reopening schools would be forthcoming.
I felt sad when I heard the news. I trust the recommendations of our state leaders in education, government, and public health. I believe they are looking at data and making decisions that are in our best interest and I am still disappointed that I will not see children back in school this year. I miss the students, faculty, and staff very much.
I am also encouraged and hopeful. Our community has worked to come together, keep each other safe, and make sure our healthcare workers and first responders are not overwhelmed. I believe that when we reopen schools, we will do so in a manner that is logical, well-organized, in accordance with state guidance, and most importantly safe.
We know that families and students have many questions, especially about what this extended closure means for our students who are commemorating significant life events like graduation, transitioning to middle school, and saying goodbye to friends. Although we don’t yet know how we will celebrate these important events, we know that we will find a way to observe these events - not just because they are important but because all of you (students and families) are so very important to us. I will update you with information as I have it.

4/13/2020-As of Wednesday, April 22nd we will begin a new meal service. This program is available to families that have children ages preschool to 21 years old, you do not have to be enrolled in Hadley Public Schools to participate. The Family First Coronavirus Act has made it possible for Hadley Schools to offer free meals to any family that needs it.
